Question

When the LORD destroyed Sodom and Gomorrah, did he kill all the babies and the little children too?

Answer

Yes, every living thing: animals, men, women, and children, even the babies.  This seems a little harsh, especially for the babies.  But one must see things from God's perspective.

God gives life to every creature.  God creates each man and woman.  When a woman become pregnant it is God who sovereignly creates the life.  It is His
decision and not that of the man and woman.  Likewise, God also kills every person in the world (eventually).  Last year there were approximately 51 million deaths in the world.  Some died in bed, some in accidents, some were murdered, some died of heart attacks while working, etc.  Each death was ordained and commanded by God "You turn men back to dust, saying, "Return to dust, O sons of men."  [Psalm 90:3].  

So God has the right as the Creator to give and take life as He sees fit.  It is never murder for God.  In fact, it is merely changing their environment.  Once created, each human will live forever, in hell or heaven.  God merely changes them from earth to their eternal destiny.

Now, also, when a society becomes as wicked as Sodom and Gomorrah, then God will wipe them out completely, since they have become a cancer to the world, and need to be removed.  This also serves as an example to other cities and nations, "In a similar way, Sodom and Gomorrah and the surrounding towns gave themselves up to sexual immorality and perversion. They serve as an example of those who suffer the punishment of eternal fire."  [Jude 1:7]
There are many instances throughout the Bible where God destroyed whole nations, cities, and families due to the sins of the adults.  No one has a right to live one second longer than God ordains.  In fact, since we all sinned, then we all should be dead, since death is the consequence of sin. But God's mercy is that any should live.
